Governor Kim Reynolds signed a new Iowa casino Moratorium on Friday. It placed a two-year ban on new riverboat casino licenses in the state. According to pay per head service reports, the move came as Linn County was planning to apply for another permit from the State Racing and Gaming Commission.
The Legislature amended the gambling regulation bill, HB 2497, in the last days of the 2022 legislative session. The amendment placed a limit of 19 casino licenses. In addition, bookie pay per head experts said there are already 19 casino licenses in the state.
Iowa Senate Majority Leader Jack Whitver said there is much gaming exhaustion in the Capitol. He added the Legislature allowed the commission to make decisions on gambling licenses. Also, Whitver noted that people don’t want another casino in Iowa.
New Iowa Casino Moratorium
The IRGC chooses whether to give licenses to new gambling clubs. Officials are delegated by the lead representative and affirmed by the Senate. Also, there can’t be more than three members of the same political party.
The Legislature endorsed the bill with a vote of 35-11 in the Senate and 60-23 in the House. However, that very day, lobbyists for the Linn County Board of Supervisors and the city of Cedar Rapids registered their opposition to the bill.
Linn County Gaming Association President Anne Parmley explained that the ban targeted the county. The affiliation, Cedar Rapids Development Group, and accomplices declared plans for a $250 million gambling club in Cedar Rapids on May 29.
The Linn County groups were the only parties who planned to present an application. However, it was feasible for the commission to get additional applications.
